Геополитическая игра вокруг Китая продолжается.
Вчера, 19 мая 2016 года в Сочи открылся третий саммит России и Ассоциации стран Юго-Восточной Азии (АСЕАН), объединяющей наиболее динамично развивающиеся экономики Азиатско-Тихоокеанского региона. Встречи и переговоры президента РФ Владимира Путина с лидерами «азиатских драконов», общий рынок которых превышает рынок ЕС, проходит по горячим следам визита в Сочи японского премьера Синдзо Абэ: см. «Путин едет к самураям в Японию»- http://www.prezidentpress.ru/news/3974-putin-edet-k-samurayam-v-yaponiyu.html .
В преддверии июньского визита Владимира Путина в КНР Москва пытается доказать, что ее «поворот на Восток», провозглашенный в 2014 году после событий на Украине, перестает быть политическим проектом и не сводится к стратегическому партнерству с Пекином. Впрочем, идя на резкое сближение с Японией и АСЕАН и тем самым пытаясь избежать роли младшего брата Китая, Москва не только получает козыри для переговоров с Пекином, но и вынуждена балансировать между конфликтующими частями Азии.
Ну а в ходе сочинского саммита будут рассмотрены перспективы закупки армией Таиланда вертолетов Ми-17В5, которые должны заменить американские CH-47, а также поставка в Индонезию от 5 до 8 Су-35, рекламу которым сделала операция ВКС России в Сирии. Интерес к закупке этих машин проявил также Вьетнам.
Министерство сельского хозяйства России уже заявило о планах нарастить экспорт в регион продовольствия, а премьер Таиланда Прают Чан-Оча ответил на это обещанием освободить российские компании от налогов на 8 лет. Ранее Россия и Индонезия подписали меморандум о строительстве силами РЖД на острове Калимантан железной дороги длиной 190 км, а Мьянма закупила в России партию учебно-тренировочных самолетов Як-130.
Надо сказать, что сочинский саммит Россия — АСЕАН впервые проходит в условиях самого острого со времен холодной войны конфликта в отношениях России с Западом, вынудившего Москву в 2014 году после событий на Украине и начала войны санкций провозгласить свой «поворот на Восток». Тем не менее новая азиатская политика Москвы до последнего времени выглядела преимущественно политическим проектом, в центре которого находился ее главный стратегический партнер — Китай, в то время как остальная Азия играла периферийную роль. Лучшей иллюстрацией этого служили отношения Москвы со странами АСЕАН, совокупный ВВП которых сегодня составляет $3,5 трлн. В 2016 году товарооборот России с АСЕАН достиг скромной цифры в $21,4 млрд. Суммарные инвестиции России в Юго-Восточной Азии составили около $700 млн, при этом $420 млн было инвестировано во Вьетнам.
В 2011 году Россия была приглашена к участию в Восточно-Азиатских саммитах (ВАС), проводимых под эгидой АСЕАН. Страны региона позвали на ВАС Москву одновременно с Вашингтоном, чтобы получить дополнительное пространство для маневра в переговорах с Китаем. Незадолго до саммита АСЕАН «получил повышение» в списке российских приоритетов. «Предлагаю вместе с коллегами по Евразийскому экономическому союзу начать консультации с членами ШОС и АСЕАН о формировании возможного экономического партнерства»,— заявил в послании Федеральному собранию 3 декабря 2015 года Владимир Путин.
От важнейшей для АСЕАН темы противостояния с Китаем в споре за острова Южно-Китайского моря России пока удавалось дистанцироваться. Впрочем, в апреле этого года глава МИД РФ Сергей Лавров заявил, что Москва не поддерживает интернационализацию территориальных споров в регионе, что фактически совпало с позицией Пекина.
Уже в июне Владимир Путин нанесет визит в Пекин, находящийся в состоянии острого территориального спора с Японией и странами Юго-Восточной Азии — двумя альтернативными центрами экономической силы в Азии. Идя на резкое сближение с Японией и АСЕАН и тем самым пытаясь избежать роли младшего брата Китая, Москва не только получает козыри для переговоров с Пекином, но и попадает в непростое положение, требующее от нее балансировать между конфликтующими между собой частями Азии.
В последнее время азиатская политика Москвы имела отчетливый крен в сторону Китая. Визит японского премьера Синдзо Абэ в Сочи и последовавший за ним саммит АСЕАН позволяют выправить этот крен и гораздо более уверенно чувствовать себя в отношениях с Китаем: Пекин больше не выглядит единственным и безальтернативным партнером. Теперь задача — снять возможные подозрения Пекина, что Москва совершает очередной разворот в рамках своего поворота на Восток. Yesterday, on May 19, 2016 in Sochi the third summit of Russia and Association of the countries of Southeast Asia (ASEAN) uniting the most dynamically developing Pacific Rim economies opened. Meetings and negotiations of the Russian President Vladimir Putin with leaders of «Asian dragons» which common market exceeds the EU market, passes without delay visit to Sochi of the Japanese prime minister Shinzo Abe: see «Putin goes to Samurais to Japan» — http://www.prezidentpress.ru/news/3974-putin-edet-k-samurayam-v-yaponiyu.html .
In anticipation of June visit of Vladimir Putin to the People’s Republic of China Moscow tries to prove that it «turn to the east», proclaimed in 2014 after events in Ukraine, stops being the political project and isn’t reduced to strategic partnership with Beijing. However, going for sharp rapprochement with Japan and ASEAN and by that trying to avoid a role of the younger brother of China, Moscow not only receives trumps for negotiations with Beijing, but also is compelled to balance between the parts of Asia clashing among themselves.
And during the Sochi summit prospects of purchase by army of Thailand of the Mi-17B5 helicopters which have to replace the American CH-47, and also delivery to Indonesia from 5 to 8 Su-35, advertizing which was made by operation VKS of Russia in Syria will be considered. Interest in purchase of these cars showed also Vietnam.
Already I declared the Ministry of Agriculture of the Russian Federation plans to increase export to the region of the food, and the prime minister of Thailand Prayuth Chan-ocha answered it with the promise to exempt the Russian companies from taxes for 8 years. Earlier Russia and Indonesia signed the memorandum of construction with forces of the Russian Railway on the island of Kalimantan of the railroad 190 km long, and Myanmar bought lot of the educational and training Yak-130 planes in Russia.
It is necessary to tell that the Sochi summit Russia — ASEAN for the first time takes place in conditions of the sharpest conflict since cold war in the relations of Russia to the West which compelled Moscow in 2014 after events in Ukraine and started wars of sanctions proclaiming the «turn to the east». Nevertheless the new Asian policy of Moscow looked until recently mainly political project in which center there was her main strategic partner — China while other Asia played a peripheral role. As the best illustration of it the relations of Moscow with the ASEAN countries which cumulative GDP makes $3,5 trillion today served. In 2016 commodity turnover of Russia with ASEAN reached modest figure in $21,4 billion. Total investments of Russia in Southeast Asia made about $700 million, thus $420 million were invested in Vietnam.
In 2011 Russia was invited to participation in the East Asian Summits (EAS) which are carried out under the auspices of ASEAN. The countries of the region called on YOU Moscow along with Washington to receive additional space for maneuver in negotiations with China. Shortly before an ASEAN summit I «promoted» in the list of the Russian priorities. «I suggest to begin together with colleagues on the Euroasian economic union consultations with members of SCO and ASEAN about formation of possible economic partnership» — Vladimir Putin declared in the message to Federal Assembly on December 3, 2015.
With China in dispute for the islands of the South China Sea of Russia it was possible to separate from the opposition subject, major for ASEAN, so far. However, in April of this year the Foreign Minister of the Russian Federation Sergey Lavrov declared that Moscow doesn’t support internationalization of territorial disputes in the region that actually coincided with a position of Beijing.
In June Vladimir Putin will pay visit to Beijing which is in a condition of sharp territorial dispute with Japan and the countries of Southeast Asia — two alternative centers of economic force in Asia. Going for sharp rapprochement with Japan and ASEAN and by that trying to avoid a role of the younger brother of China, Moscow not only receives trumps for negotiations with Beijing, but also gets to the difficult situation demanding from it to balance between the parts of Asia clashing among themselves.
Recently the Asian policy of Moscow had a distinct list towards China. Visit of the Japanese prime minister Shinzo Abe to Sochi and the ASEAN summit which followed it allows to correct this list and much more surely to feel in the relations with China: Beijing doesn’t look the only and uncontested partner any more. Now the task — to remove possible suspicions of Beijing that Moscow makes the next turn within the turn to the east.
